Removing Grandis Pond from the City limits protects high-value aquifer recharge areas, which are critical for maintaining the city’s drinking water supply and the wells that support it. The more natural we can keep this area, the better!

Removing Grandis Pond from the City limits protects the ponds, wetlands, forests, and the plants and animals that call those parcels home. This area is not appropriate for development, and it is unlikely that development would be permitted in the wetland area.

East Blaine is full of rural properties, - farmsteads, livestock, agriculture, and farmhouses on acreage. Grandis Pond called for thousands of housing units and nearly 50,000 square feet of commercial space -   not entirely appropriate for land of such rural character.

PROPOSITION 2025-07 MAKES GOOD PLANNING SENSE

AREA PROPERTY OWNERS SUPPORT REMOVING GRANDIS POND FROM THE CITY LIMITS

The legal method is called de-annexation which must be approved by the voters.

CITY OF BLAINE PLANNING DEPARTMENT RECOMMENDS DE-ANNEXATION

The property owner of Grandis Pond has a rural vision for the property, not urban development. The City honored this request. It was reviewed by the Planning Department and other City departments, the Blaine Planning Commission, and the City Council. All agreed the request was important to place before the voters. The Whatcom County Final EIS also reviewed the proposal and concluded it is the 'preferred Alternative'. This only proceeds with the voters' approval. 

CITY OF BLAINE CITY COUNCIL SUPPORTS DE-ANNEXATION BUT LEAVES THE FINAL DECISION TO THE VOTERS

"Blaine City Council unanimously voted 6-0 during its Blaine City Council meeting  on July 14th to place a ballot measure in the November 4 election that will allow city voters to decide if  they want to de-annex 573 acres  of incorporated growth area (UGA) in east Blaine."

Blaine City Council determined that...

The area is undeveloped rural land. 

It is unsuitable for urban development. 

The burden outweighs any benefits

The property should be considered for removal from City limits. 

Per State law, the final decision can only be made by the Blaine voters.

Therefore, the Council submitted Proposition 2025-07 to the voters to decide at the November 4, 2025 General Election.
